#19 Create a National Policy Academy dedicated to democratic innovation and participatory democracy

Scotland should push forward and create genuinely innovative systems of participatory democracy. It should start by creating a National Policy Academy dedicated to democratic reform (a Democracy Academy) but which is also resourced to be a facilitating body. It should employ staff able to run mini-publics, participatory budgeting, public deliberation, policy conferences, and so on. It should have an advisory role on effective public communication, good practice in consultation, and good democratic practice generally.
