Collective public intervention could make a substantial difference in software development—and in particular, open source software development. This is a crucial and rapidly-expanding aspect of software development and Scotland could do much to increase its software industry sector if it focussed on promoting practices which increase the market for open source software expertise. The easiest way to do this would be to gradually change the IT systems of all public authorities to open source. This would create new opportunities for Scottish-based developers to enable this move for government systems (increasing the amount of expertise in this area Scotland sources from within Scotland), and would also stimulate the development of expertise in this field. Scotland could be an open source leader and public authorities could stimulate that leadership role.
